Would these fish work in a 20 gallon long?

I've got a 20 gallon long I've been dying to set up forever. I would like to have it moderately planted with driftwood and maybe some sand instead of gravel (just for something different) As for fish, I've had my eye on Bosemani Rainbow fish and Congo tetras. Is there a combination of what I've listed above that would work with these fish? Any suggestions? Thanks.
